Summary: The Senior Investigator affirmed the IPS's decision. She found that records containing the withheld information are not held and do not exist (section 15(1)(a)) and that the FOI Act does not oblige the IPS to create them. She also found that parts of records disclosing the identities of IPS staff attending sentence management meetings were exempt under section 32(1)(b) of the FOI Act (endanger life or safety of any person).
