She found that the Council had not justified its effective reliance on section 15(1)(a) of the FOI Act in relation to additional records the applicant contended should have been considered for release. She annulled this effective refusal and directed the Council to consider this aspect of the request afresh. Of the details that had been considered and withheld, she found certain information to attract legal professional privilege and to be exempt under section 31(1)(a). The Senior Investigator directed the release of the rest of the information the Council had withheld under that section. She found all of the information that the Council had withheld under section 36 to be exempt under section 36(1)(b) of the FOI Act, but directed the release of parts of the records concerned under sections 36(2)(a) and 36(3)
