Summary: The Senior Investigator varied the decision of the Council. He found that it was justified in refusing certain parts of the request under section 15(1)(a) on the ground that the records sought do not exist. He found that it was not justified in refusing the remaining parts of the request under the same provision as he was not satisfied that the Council had taken all reasonable steps to ascertain the whereabouts of relevant records. He directed the Council to consider those parts of the decision afresh.
